Pete Cashmore mentions in a comment on Crunchnotes and on his blog that chats need a critical mass.
As an old online community hand, I sure do agree with this. A dead message board or a dead chat room is like an empty parking lot. Proof like a big neon sign that screams THIS IS NOT A POPULAR PLACE.
